Conference on the Constitution by the Institute for Justice & Growth
Under the patronage of H.E. The President of the Hellenic Republic Ms. Katerina Sakellaropoulou.
On Friday 29 November, the Institute for Justice and Growth of the EPLO, in collaboration with the Konstantinos and Artemis Kyriazis Foundation held a congress under the title “The Constitution—Europe—Greece” in the Alkis Argryriadis Hall of the National and Kapodistrian University of Athens, under the patronage of H.E. the President of the Hellenic Republic, Ms. Katerina Sakellaropoulou.
The congress commenced with opening remarks delivered by distinguished figures, including Prof. Gerasimos Siasos, Rector of the National and Kapodistrian University of Athens, Ms. Ekaterini Iliadou, Associate Professor of Public Law, Head of the Department of Public Law at the Faculty of Law of the National and Kapodistrian University of Athens, Mr. Nicolas Kanellopoulos, Lawyer, President of the Institute for Justice and Growth, Prof. Nicolaos Kyriazis, Emeritus Professor of the Economics Faculty of the University of Thessaly, and Mr. Panagiotis Pikrammenos, former Prime Minister and former Vice President of the Government, who delivered the keynote address.
Session Highlights
Session I: “The European Constitution”
The first session focused on the European Constitution, coordinated by Prof. Vassilios Skouris, former President of the Court of Justice of the European Union and professor Emeritus of Public Law, Aristotle University of Thessaloniki. The session featured prominent speakers such as Prof. Giuliano Amato, former Prime Minister of Italy, President Emeritus of the Constitutional Court of Italy, President Emeritus of the European Law & Governance School (ELGS) of the EPLO; Prof. Anna Sarah Lind, Professor of Public Law at the Faculty of Law of the Uppsala University; Prof. Evangelos Venizelos, former Vice President of the Government, Professor of Constitutional Law at the Faculty of Law of the Aristotle University of Thessaloniki; and Prof. Lina Papadopoulou, Professor of Constitutional Law (Jean Monnet Chair) at the Faculty of Law of the Aristotle University of Thessaloniki.
Session II: “Constitution, Economy, and Development”
The second session, coordinated by Prof. Spyridon Flogaitis, Director of the EPLO, explored the interplay between constitutional frameworks and economic development. Esteemed speakers included Prof. Nicolaos Kyriazis, Professor Emeritus of the Economics Faculty of the University of Thessaly and President of the Konstantinos and Artemis Kyriazis Foundation; Prof. George C. Bitros, Professor Emeritus of Political Economy at the Athens University of Economics and Business; Mr. Emmanouil Marios Economou, Assistant Professor of the Department of Economics at the University of Thessaly; and Prof. Charoula Apalagaki, Acting General Manager of the Hellenic Bank Association, Professor of Civil Procedural Law at the Faculty of Law of the Aristotle University of Thessaloniki.
Session III: “Constitution and Human Rights”
Moderated by Mr. Konstantinos Menoudakos, President of the Hellenic Data Protection Authority, President of the Organization for the Promotion of Alternative Dispute Resolution Methods (ΟΠΕΜΕΔ), and President Emeritus of the Hellenic Council of State, this session delved into constitutional safeguards for human rights. Keynote speakers included Mr. Georgios Karavokyris, Associate Professor of Constitutional Law at Aristotle University of Thessaloniki; Prof. Lilian Mitrou, Professor at the University of the Aegean at the Department of Information and Communication Systems Engineering, President of the Institute for Private Law, Data Protection and Technology (IPL) of the EPLO, Prof. Ioannis Drosos, Professor Emeritus of Constitutional Law; and Prof. Spyridon Vlachopoulos, professor of Constitutional Law at the Faculty of Law of the National and Kapodistrian University of Athens.
Session IV: “Constitution and Politics”
The final session, coordinated by Mr. Miltiadis Papaioannou, former Minister of Justice, examined the relationship between constitutional law and politics. Notable speakers included Prof. Georgios Gerapetritis, Minister of Foreign Affairs; Ms. Anna Diamantopoulou, President of DIKTIO - Network for the Reform in Greece and Europe; Prof. George Katrougalos, Professor of Public Law at the Department of Social Policy of the Democritus University of Thrace, Former Minister; and Prof. Nikos Alivizatos, Professor Emeritus of Constitutional Law at the Faculty of Law of the National and Kapodistrian University of Athens.
Closing Session
The congress concluded with a session moderated by Prof. Michael Pikramenos, President of the Hellenic Council of State, who summarized the discussions and insights shared throughout the day.
This important event brought together leading scholars, policymakers, and legal experts, fostering a robust dialogue on constitutional principles in Europe and Greece, and their implications for governance, economic development, and human rights.
