EPLO and Italy supports reform of Jordan’s Public Administration through IPA
The European Public Law Organization (EPLO) and the Italian Government are actively supporting the reform of the Public Administration in Jordan through the Institute of Public Administration (IPA).
Over the past two years, the EPLO has been assisting the IPA in strengthening its institutional capacities, improving its training programs and developing innovative services, within the framework of the project “Support to the Institute of Public Administration of Jordan”. The project is implemented by the EPLO in partnership with the Italian National School of Administration (SNA) and funded by the Italian Ministry of Foreign Affairs and International Cooperation through the Italian Agency for Development Cooperation (AICS) with a contribution of 1 million EUR.
The IPA is the institution responsible for training Civil Servants in Jordan, thereby playing a central role in improving the performance of public sector employees and leaders. By focusing on strengthening the IPA, the project seeks to contribute to the modernization of Jordan’s Public Administration, enhance effectiveness in the delivery of services to citizens, foster transparency and accountability, and promote sustainable development in Jordan.
In particular, the project supported the IPA in implementing Phase 1 of the Executive Program for Public Sector Modernization, including training programs for 1576 public employees, and in developing the Institute’s first Training Program on Digital Transformation, which started delivery in February 2024 and will train over 900 public officials. The project also helped the IPA in developing a Training Diploma on Public Administration and Public Policy, as well as its first Training Program on Management of Projects Funded by International Donors. An important component of the Project was dedicated to assisting the IPA in designing and delivering the Government Leadership Program, a key initiative of the Jordan Public Sector Modernization Roadmap, aiming to prepare a new generation of Government Leaders capable of driving the implementation of reforms. The program featured a Study Tour in Italy organized by the SNA to familiarize the newly-trained leaders with best international practices.
The project culminated today in a Closing Ceremony hosted by the IPA under the patronage of the Minister of State for Public Sector Development H.E. Dr. Khair Abu Sailek. High-level government officials, including the Chairman of the Civil Service and Public Administration Commission Mr. Sameh Nasser, the Director General of the IPA H.E Eng. Siham Alkhawaldeh, the Italian Ambassador H.E. Luciano Pezzotti, and the Head of Programs of the AICS Office in Jordan Mr. Martino Costa, attended and celebrated the initiative’s success.
The event also showcased the IPA’s new Innovation Lab which was created with the support of the project. The Lab will serve as a catalyst and promoter of innovative solutions for the Public Administration in Jordan.
The Chairman of the Civil Service and Public Administration Commission Mr. Sameh Nasser said that this cooperation represents a “distinguished model of constructive partnership”. Mr. Nasser added that this effort supports the “remarkable” development endeavors led by His Majesty in the paths of political, economic and administrative reform, to provide “high-quality” government services to citizens.
“This project has been instrumental in supporting Jordan’s public sector reforms” stated the Italian Ambassador H.E. Luciano Pezzotti. He noted “By strengthening the IPA and its training programs, we are investing in Jordan’s future and fostering a more effective and efficient public service.”
The IPA Director General H.E. Al-Khawaldeh pointed out that the IPA is playing an important role in the implementation of the Public Sector Modernization Roadmap of Jordan and that the project had a great impact on many achievements of the Institute.
