The European Public Law Organization (EPLO) is an International Inter-Governmental Organization headquartered in Athens, Greece, whose mission is the promotion of Public Law and Governance around the world, through technical cooperation, training, education and research activities. The EPLO has the Status of Observer at the United Nations General Assembly.
The EPLO is implementing the Project “Support to the Institute of Public Administration of Jordan”, funded by the Government of Italy. The project aims to provide capacity building to the Institute of Public Administration of Jordan (IPA) and support the improvement of Training Programs for Civil Servants in Jordan. The Project will have a duration of 18 months and include as main beneficiaries the Staff of the IPA and Civil Servants in leadership positions in Jordan.
The EPLO is seeking an Associate Training Expert on Innovative Leadership (Arabic Language) to contribute to the development of the “King Abdullah II Leadership Program” of the IPA.
1.Objectives of the Assignment
The overall objective of this assignment is to support the IPA in in facilitating the delivery of the training module on “Innovative Leadership”, under the “King Abdullah II Leadership Program” (Project Activity 1.4).
The specific objectives of this assignment are to:
- Translate training materials for the training module “Innovative Leadership”;
- Cooperate with an international expert to support delivery of the training to the course participants.
2.Description of Work and Indicative Scope of Activities
The Associate Training Expert will liaise with an international expert, the Key Expert supporting the King Abdullah II Leadership program and with the Head of the IPA leadership centre (IPA/LC) assisting the international expert with the delivery of the training materials to cover a total of 24 hours (4 training days). This training module provides the participants with leadership skills to be used for influencing the implementation of innovative reforms in the Jordan administration.
The expected learning outcomes for the participants in this training module, include the following:
- apply in practice innovative and influential leadership skills;
- use in daily job advanced negotiation approaches and techniques to reach desired results;
- speak in public more effectively to communicate the content of projects aimed at reforming the administration.
The expert will develop training materials for the following learning sessions:
- Leadership Styles & Innovation
Modernizing the administration requires effective leaders, who chose consciously the leadership style they employ with their teams. This session reviews different leadership styles and focuses on the characteristics of the innovative and influential leader who can leverage capably the creativity of his/her team. It covers also techniques and methodologies to promote a broad consultation and involvement of the staff and skills to prevent and manage conflicts.
Learning Objective: by the end of this session, the participants are able to list the 5 main traits of an influential and innovative leader.
2. Negotiation Skills
Understanding and applying negotiation techniques is critical to support the implementation of complex reforms in the administration, which often involve multiple stakeholders with diverse – and often conflicting – interests. This session provides participants with an understanding of the main negotiation techniques and their use in practice, including by using exercises and simulations of negotiations among participants.
Learning Objective: by the end of this session, the participants are able to define the 3 main stages of a negotiation process and to apply the 7 criteria for a successful principled negotiation.
3. Speaking in Public
Transformational leaders involved in innovative projects have to effectively communicate the vision and the values underpinning the proposed reforms. This session provides participants with a toolset to be used to speak in public. This will be achieved with a combination of a frontal class and role-plays.
Learning Objective: by the end of this session, the participants are able to speak effectively in front of an audience, using the 5 main best practices reviewed during the session and avoid 3 key mistakes
Indicative outputs and deliverables:
- The Associate Training Expert is expected to support the International Expert in delivering the training.
3.Qualifications of the Expert
Qualifications and skills:
- Bachelors’ degree (and ideally relevant post-graduate qualifications) in political and social sciences, public policy and management, public administration, human resource management and/or closely related relevant discipline
- Proven experience in delivering trainings;
- High level written & spoken communication & presentation skills in English;
- Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation;
- Knowledge of Arabic at mother-tongue level
General professional experience:
- Minimum of 10 years of relevant professional experience;
- Minimum 5 years of experience in development of training programs and capacity building activities.
Specific professional experience:
Proven experience in developing and delivering training on Leadership Skills.
4.Duration of the Assignment
This assignment will be for a maximum of 5 working days, to be provided over a period of 6 months, from April to September 2023.
