Call for Experts for the project: “Technical Assistance to the Local Dialogue Platform & Capacity Building to Union of Municipalities -Lebanon
The European Public Law Organization (EPLO) has been shortlisted for the project: “Technical Assistance to the Local Dialogue Platform &Capacity Building to Union of Municipalities –Lebanon”.
The purpose of this project is to improve local governance of the Litani River Basin, in particular in nine selected Union of Municipalities (UOMs).
The indicative start date is September 2021 and the planned project duration is 24 months.
In this framework, the EPLO is seeking qualified candidates for the two(3) Key Expert positions in the project: 1) Team Leader/Senior Training Specialist; 2) Advocacy Expert. The mandatory requirements for the positions are listed below.

Key Expert 1: Team leader/Senior Training Specialist
Qualifications and skills
- At least Bachelors Degree in social sciences, public administration, business administration, law or economic sciences.
- He/She should have strong leadership, coordination and problem solving, demonstrable communication, analytical and report-writing skills.
- Proficiency in English and Arabic is required
General professional experience
- At least 15 years of working experience after obtaining the university degree. Part of this experience, at least 8 years, must be in leading and management role.
Specific professional experience
- At least 10 years of demonstrated experience in the design and implementation of training and coaching activities to local authorities.
- Expertise in local governance, local regulations as well as knowledge of polciies and programmes related to local governance.
Experience in EU procedures and regulations is considered an asset.
Key expert 2: Advocacy Expert
Qualifications and skills

- Expertise in local regulations as well as knowledge of policies and programmes related to local governance
- Experience in EU procedures and regulations is considered an asset
