With profound sorrow, the European Public Law Organization (EPLO) announces the passing of the esteemed academic and jurist Dr. Jorge Fernández Ruiz, a long-standing member and representative of the Capítulo Mexicano at the Board of the EPLO, on October 4, 2024, at the age of 94.

Dr. Fernández Ruiz’s life was one of exceptional service and dedication to the field of law, particularly in the domains of administrative and public law. His contributions spanned over seven decades and left an indelible mark on the legal landscape of Mexico and beyond.

Dr. Fernández Ruiz’s life was one of exceptional service and dedication to the field of law, particularly in the domains of administrative and public law. He has positioned himself as one of the most recognized jurists in Mexico and his impeccable doctrine has permeated with great impact on numerous generations of legal scholars, so that, today, it is difficult to know certain legal concepts such as bureaucracy, municipality, political parties or public administration, without consulting his works. He was considered one of the best administrative experts in Mexico and Latin America, due to his vast production and outstanding career, which consolidated him as an obligatory reference in the legislative and judicial fields, in addition, of course, to that of public administration.

Dr. Jorge Fernández has taken the Administrative Law beyond Mexican borders, while at the same time enriching Mexican legal thought with the main currents of Public Law from other latitudes.

As the Representative of the EPLO’s Capítulo Mexicano, Dr. Fernández Ruiz was instrumental in promoting the values of democracy, the rule of law, and good governance throughout Latin America. His leadership within the EPLO strengthened ties between Mexican and European legal scholars and fostered international collaboration in the field of public law.

The EPLO extends its most heartfelt condolences to his family, friends, and all those whose lives he touched.
