Position Title: Program Officer

Department: Department of Technical Cooperation/ Unit for International Funded Projects and Other Technical Co-operation Projects
Duty Station: Athens, Greece
Type of Appointment: Fixed term contract with possibility of extension.
Date of Entry on Duty: Immediate

The EPLO implements a large number of technical cooperation programs funded by the European Union and other international donors, assisting governments and institutions around the world in advancing reforms in a wide range of public law and governance areas, comprising: justice and the rule of law, human rights, public administration reform, legislative approximation to the acquis communautaire, civil society development, migration and sustainable development.

The position is located within the Department of Technical Cooperation/Unit for International Funded Projects and Other Technical Co-operation Projects of the EPLO, which is responsible for the business development (development of new project proposals) and the project management (implementation of running projects) of international funded projects and other technical co-operation projects. The incumbent reports directly to the Director for EU & International Projects.

Core Functions and Responsibilities

  • Research and identify relevant calls for proposals, tenders and funding opportunities in the framework of the European Union and other International donors.
  • Develop and draft project proposals for funding by the European Union and other International donors.
  • Build partnerships/networks with organizations abroad and in Greece in the framework of proposals and other cooperation opportunities.
  • Coordinate the overall management of assigned projects.
  • Support all aspects of project implementation, including development and monitoring of grants, contracts and partnership agreements, work plans, logical frameworks and budgets.
  • Maintain at all times a clear overview of project status, progress and possible problems in order to brief.
  • Draft timely and accurate narrative and financial reports in accordance with donors’ requirements.
  • Identify suitable experts to be recruited under the projects and draft their Terms of Reference.
  • Coordinate and support project experts, provide them guidance and instructions, monitor their performance.

 

Required Qualifications and Experience

Qualifications

  • University degree from an accredited academic institution, preferably a Master’s degree, in Law, Political Sciences, Economics or related field.
  • Computer proficiency in standard software applications (MS Office, etc.)

Experience

  • At least 5 years of professional experience relevant to the position, including 3 years of proven experience in the development and management of projects funded by the European Union and other International donors.
  • Familiarity and professional experience in the areas of intervention of the Organization, such as justice, rule of law, human rights, public administration, migration or sustainable development
  • Good knowledge of European Union tender and grant contract rules (e.g. Europeaid, Horizon, Interreg, DG Justice, DG Reform, DG Home, etc.)
  • Proven track record of well developed project management skills
  • Excellent communication, writing and presentation skills
  • Experience in an international and multi-cultural environment

Languages

  • Fluency (oral and written) in English is required.
  • Fluency in French is an asset.
